Core pathway

EntrePass (Entrepreneur Pass)

The Ministry of Manpower (MOM) EntrePass lets eligible foreign entrepreneurs start and operate a business in Singapore. Official MOM criteria require a private limited company registered with ACRA, at least 30% shareholding by the applicant, and meeting at least one of MOM’s innovative / entrepreneurial eligibility options — for example having raised at least SGD 100,000 from an accredited VC or recognised incubator/accelerator in a single funding round; being incubated by a Singapore Government-supported incubator; having sold a tech company; holding relevant IP; or collaborating with a Singapore institution of higher learning / research institute. Always re-read mom.gov.sg/passes-and-permits/entrepass before applying — criteria and renewals change.

Min. capital

No single fixed paid-up capital floor; common criterion: raise ≥ SGD 100,000

Best for: Founders who can incorporate (or join) an ACRA Pte Ltd at ≥30% ownership and document at least one MOM innovative eligibility criterion.

MOM does not publish one universal paid-up capital minimum for EntrePass. One official eligibility option is raising ≥ SGD 100,000 from an accredited VC or recognised incubator/accelerator in a single round. Other options (incubator, prior tech exit, IP, research collab) may apply instead — verify the current MOM list.

Investment options

  • Raise ≥ SGD 100,000 from an accredited VC or recognised incubator/accelerator (single round) — one MOM eligibility option
  • Incubation by a Singapore Government-supported incubator / accelerator
  • Demonstrable prior tech business sale / entrepreneurial track record (per MOM list)
  • Relevant intellectual property registered with an IP office
  • Research collaboration with a Singapore institution of higher learning or research institute
  • Company must be ACRA Pte Ltd; applicant holds ≥ 30%

Eligibility

  • ACRA-registered private limited company
  • Applicant holds at least 30% of shares
  • Meet at least one innovative / entrepreneurial criterion on MOM’s current EntrePass list
  • Business must not be on MOM’s excluded activities list (e.g. certain coffee shops, bars, massage parlours — verify current exclusions)
  • Standard passport, application, and MOM document requirements

Process timeline

  1. 1

    Validate fit vs MOM criteria

Map your raise, incubator, IP, or research collab to the current EntrePass eligibility list.

  2. 2

Incorporate / structure ACRA Pte Ltd

Register the company and ensure ≥30% shareholding for the applicant.

  3. 3

    Apply for EntrePass

Submit via MOM with business plan and supporting evidence for the chosen criterion.

  4. 4

    Operate & renew

Meet MOM renewal / business progress expectations (local hiring and spending milestones can apply — verify current renewals).

Family

Eligible family members may apply as dependents under MOM rules when the EntrePass holder qualifies — confirm spouse/child criteria and work rights for dependents on mom.gov.sg.

Work rights

Authorised to start and operate the approved Singapore business. Taking separate employment generally requires a different pass.

Route to PR

Permanent residency is a separate ICA process (not automatic with EntrePass). Strong local presence, tax compliance, and business substance help but do not guarantee PR — verify ica.gov.sg.

Route to citizenship

Singapore citizenship is by naturalisation after meeting residence and other conditions; dual nationality is generally not allowed. Verify ICA rules and Pakistani dual-nationality implications.

Pros

  • Clear official founder track from MOM
  • Multiple innovative criteria — not only a capital cheque
  • Strong ASEAN HQ, banking, and IP environment
  • Transparent company registry (ACRA)

Watch-outs

  • ≥30% ownership and innovative criterion are both required
  • Excluded business activities list can block otherwise viable SMEs
  • Renewals may expect local hiring / business progress — plan cash runway
  • Cost of living and office rents are high — budget accordingly
  • Always verify current MOM criteria before transferring funds or incorporating

Employee track

Employment Pass (employee / key hire — not a founder pass)

Employment Pass (EP) is MOM’s pass for eligible professionals, managers, and executives employed by a Singapore company. It is not a substitute for EntrePass if your primary purpose is to found and own the business. Some founders later hire talent on EP or transition roles — treat EP as a complementary track and verify salary / COMPASS criteria on mom.gov.sg.

Min. capital

N/A (salary / eligibility thresholds apply)

Best for: Key hires and professionals joining a Singapore employer under MOM Employment Pass rules.

EP uses qualifying salary and points / eligibility frameworks set by MOM — not a founder capital investment. Confirm current minimum qualifying salary and COMPASS criteria on mom.gov.sg.

Investment options

  • Employer sponsorship under MOM EP rules
  • Qualifying salary and job eligibility (verify current MOM thresholds)
  • Not a capital-investment residence programme

Eligibility

  • Job offer from a Singapore employer
  • Meet MOM salary and eligibility criteria for EP
  • Standard passport and MOM application requirements

Process timeline

  1. 1

    Secure employer sponsorship

Role, salary, and company readiness for EP application.

  2. 2

    Apply via MOM

Employer submits EP application with supporting documents.

  3. 3

    Issue & work

Receive approval/issuance and commence employment under EP conditions.

Family

Dependents may be possible under MOM Dependant’s Pass rules when the EP holder qualifies — verify income thresholds.

Work rights

Authorised for the approved employment. Changing employer or role usually needs a new application.

Route to PR

Separate ICA PR application may be possible after qualifying residence — not guaranteed.

Route to citizenship

Via ICA naturalisation if eligible — verify current rules.

Pros

  • Established professional track for talent
  • Useful for key hires once the Singapore company is operating

Watch-outs

  • Not designed as a founder / owner pathway — use EntrePass for entrepreneurship
  • Salary and eligibility bars change — verify MOM

Compare pathways

Scan capital, innovation requirements, and fit in one table.

Pathway Min. capital / bar Innovation required? Typical first permit Best if you…
EntrePass ≥30% ACRA Pte Ltd + ≥1 MOM criterion (e.g. raise ≥ SGD 100k) Yes (MOM innovative criteria) Per MOM issuance / renewal cycle Are founding an innovative SG company
Employment Pass Salary / COMPASS eligibility (not founder capital) No (job-based) Per MOM EP duration Are joining as an employee

Route to PR & citizenship

Singapore separates work passes (MOM), permanent residence, and citizenship (ICA). EntrePass does not automatically lead to PR or citizenship.

Permanent residence

Apply via the Immigration & Checkpoints Authority (ICA) when eligible. Business substance, tax compliance, and length of stay matter — outcomes are discretionary. Verify ica.gov.sg.

Citizenship

Naturalisation requires meeting ICA residence and other conditions. Singapore generally does not allow dual citizenship for adults — confirm implications for Pakistani nationality.

Pass renewals

EntrePass renewals can depend on business progress and local economic contribution metrics published by MOM — plan hiring and spending early.

After you arrive

Operational checklist once the visa is granted.

  1. 1 Complete ACRA company setup and bank account opening
  2. 2 Issue / collect EntrePass and register address as required
  3. 3 Register for tax (IRAS) and CPF obligations if hiring locals
  4. 4 Secure office premises suitable for the business (home offices may face scrutiny)
  5. 5 Arrange medical insurance and, if needed, dependants’ applications
  6. 6 Track MOM renewal milestones (local employees, business spending)
  7. 7 Engage a Singapore corporate secretary / accountant familiar with founder passes

Living costs & runway

Rough monthly estimates for a relocating founder (excluding major capex). Singapore is among the region’s most expensive cities — treat as estimates.

Singapore (central / fringe)

SGD 3,500 – SGD 6,500+ (est.)

  • Housing (1-bed / studio) SGD 2,200 – SGD 4,500
  • Food & groceries SGD 500 – SGD 900
  • Transport (MRT / taxi mix) SGD 100 – SGD 250
  • Utilities & mobile SGD 150 – SGD 280
  • Coworking / misc SGD 300 – SGD 600

Pakistan founder checklist

Practical prep before you book consulate appointments or move capital.

  • Confirm you meet ≥1 current MOM EntrePass innovative criterion
  • Plan ACRA Pte Ltd structure with ≥30% founder ownership
  • Check MOM excluded business activities list
  • Budget for high living and office costs from month one
  • Prepare a Singapore-specific business plan (not a Pakistan copy-paste)
  • Map tax residency (Singapore vs Pakistan) before moving capital
  • If raising: document accredited VC / recognised incubator funding ≥ SGD 100k
  • Re-read mom.gov.sg EntrePass page before submitting — rules change
