Core pathway

Legal temporary residence (Residencia temporaria)

Under Uruguay’s Law 18.250 migration framework and DNM practice, foreigners who wish to settle temporarily (official gub.uy materials commonly describe a stay greater than 180 days and up to two years, renewable according to the admitting cause) apply for Residencia Legal — Temporaria through the Dirección Nacional de Migración. Applicants must credit the activity that gives rise to the request (work, study, or other causes established in legislation). Online initiation via gub.uy usuario, document upload, then in-person hearing with originals is the standard flow described on official trámite pages. Specific capital investment floors for a dedicated “investor visa” are not clearly published in English as a single USD amount on the main DNM pages reviewed for this guide — do not invent figures; confirm current economic/investment documentation expectations with DNM / the Uruguayan consulate.

Min. capital

Not a published fixed USD floor

Best for: Founders who will actually reside in Uruguay and can document a lawful activity (including business activity where DNM accepts that cause) under Law 18.250 procedures.

Unlike Chile’s SERMIG USD 500,000 investor subcategory, Uruguay’s main English/Spanish trámite pages emphasize proving the activity/cause for admission rather than a single golden-visa capital number. If consular or DNM instructions ask for investment evidence in your case, follow those official instructions only — do not rely on unofficial blogs.

Investment options

  • Documented economic/professional activity that originates the residence request (as DNM requires)
  • Company formation via official Uruguayan business portals (separate from DNM grant)
  • Proof of means, health card, vaccines, and criminal records as listed on gub.uy
  • Mercosur temporary residence — only if you hold Mercosur nationality (not Pakistan)

Eligibility

  • Foreign national intending temporary settlement under Law 18.250 / regulations
  • Prove the activity/cause for temporary admission
  • Identity, health, vaccination, and criminal-record requirements per DNM checklist
  • Complete online trámite + in-person hearing
  • Pakistani nationals: use general temporary residence — not Mercosur nationality tracks

Process timeline

  1. 1

Create gub.uy identity & start trámite

    Use Residencia Legal — Temporaria on gub.uy / tramites.gub.uy.

  2. 2

    Upload evidence of activity

Employment, business, or other legal cause documents as DNM lists for your case.

  3. 3

    Attend DNM hearing

Present originals (passport, police certificates, health card, etc.).

  4. 4

    Cédula process

After residence certificate steps, proceed to identity document processes as instructed.

Family

Family members generally file according to their own links/causes — confirm DNM instructions for dependents.

Work rights

Legal residence typically enables work consistent with Uruguayan labour rules once status is granted — confirm your certificate and any employer obligations. Do not work while irregular.

Route to PR

Permanent residence is a separate DNM category. Official materials note that in some cases a person meeting criteria may request permanent residence directly — verify current gub.uy rules rather than assuming temporary-first is always required.

Route to citizenship

Naturalisation is separate from residence. Confirm Uruguayan and Pakistani dual-nationality rules.

Pros

  • Clear official temporary residence channel on gub.uy
  • Law 18.250 provides a transparent statutory framework
  • Popular jurisdiction for company setup — with the caveat that tax ≠ immigration

Watch-outs

  • No clear published English “invest X USD for a visa” floor — do not invent one
  • Tax residency marketing is not the same as DNM residence
  • Mercosur residence tracks are not for Pakistani nationals
  • Must prove the activity/cause — passive tourism is not temporary residence

Long-term

Legal permanent residence (Residencia permanente)

Law 18.250 distinguishes permanent residents (intent to settle definitively and meeting legal conditions) from temporary residents and non-residents. DNM administers Residencia Legal — Permanente with documentation requirements (criminal records, identity, means/activity as applicable). Mercosur permanent residence is a nationality-based track for Mercosur States Parties and associates — not available to Pakistani passport holders. Always use the official gub.uy residence selector and DNM instructions.

Min. capital

Not a published fixed USD floor

Best for: Founders who meet DNM permanent-residence criteria and intend to settle in Uruguay long term.

Confirm any economic-means or investment evidence DNM requests for your permanent-residence filing on official portals/consulates. Do not invent a capital threshold.

Investment options

  • Means and activity evidence as required on the official permanent-residence checklist
  • Company ownership may support “activity” facts but is not automatically permanent residence
  • Family links to Uruguayans are a separate official track where applicable

Eligibility

  • Intent to settle permanently and meet Law 18.250 / regulatory conditions
  • DNM document checklist (police certificates, identity, etc.)
  • Not using Mercosur nationality procedures unless you are a Mercosur national

Process timeline

  1. 1

    Confirm you qualify for permanente

Read gub.uy types of residence and DNM guidance.

  2. 2

    File the correct trámite

Select Permanente (not Mercosur) if you are Pakistani.

  3. 3

    Hearing & certificate

Complete DNM process and identity-document follow-on steps.

Family

Family-based permanent options exist for certain links to Uruguayans — verify official pages.

Work rights

Permanent residents generally may work subject to ordinary labour law — confirm with DNM documentation.

Route to PR

This category is permanent residence when granted.

Route to citizenship

Citizenship requires additional legal residence and other statutory conditions — verify officially.

Pros

  • Direct permanent residence may be possible when criteria are met
  • Stable legal status for long-term settlement

Watch-outs

  • Requirements are fact-specific — get the current DNM checklist
  • Do not confuse tax-resident claims with DNM permanente

Pathway Published capital floor? Typical horizon Pakistan note
Temporary residence Not a clear fixed USD visa minimum ≈ 6 months–2 years (renewable) Use general temporaria — prove activity
Permanent residence Not a clear fixed USD visa minimum Indefinite when granted Not the Mercosur nationality track
Company + tax planning Corporate/tax rules separate N/A Does not replace DNM residence
Mercosur residence N/A Mercosur nationals Not available to Pakistanis

Route to PR & citizenship

Uruguay separates temporary residence, permanent residence, nationality, and tax residence. Marketing about “tax residency” must not be confused with DNM immigration status.

Law 18.250

The Migration Law sets admission categories (non-resident / resident) and DNM competences for temporary and permanent residence. Regulations (e.g. Decree 394/009) detail procedures.

Tax residency ≠ immigration residence

Becoming a tax resident for fiscal purposes (where applicable under tax law) does not automatically grant DNM residence, and vice versa. Handle DGI tax advice separately from DNM filings.

Mercosur caveat

Temporary/permanent Mercosur residence procedures are for nationals of Mercosur States Parties and associates. Pakistani nationals must use the general foreigner tracks.

Nationality

Naturalisation follows separate statutory residence and other conditions. Confirm dual-nationality implications for Pakistan.

After you arrive

Operational checklist once the visa is granted.

  1. 1 Complete DNM hearing and obtain the residence certificate / follow-on identity steps
  2. 2 Apply for cédula de identidad through the instructed civil-identification process
  3. 3 Register with tax authorities (RUT/DGI) if operating a company or required as a resident
  4. 4 Open a Uruguayan bank account with full KYC
  5. 5 If incorporating: use official company-registration portals and keep DNM activity evidence aligned
  6. 6 Separate your tax-residency planning file from your immigration file
  7. 7 Track temporary residence expiry and renewal windows

Pakistan founder checklist

Practical prep before you book consulate appointments or move capital.

  • Start with gub.uy Residencia Legal pages — pick Temporaria or Permanente correctly
  • Do not invent a USD investment floor; ask DNM/consulate what economic evidence they need
  • Keep tax-residency advice separate from immigration residence filings
  • Pakistanis: ignore Mercosur nationality residence checklists
  • Prepare apostilled Pakistani police certificates for the last 5 years as DNM commonly requires
  • Budget health card / vaccination certificates issued in Uruguay as listed on official PDFs
  • If forming a company, align the “activity” evidence with what you tell DNM
  • Use only gub.uy / Ministry of Interior / DNM URLs for procedure steps
  • Re-read Law 18.250 / current trámite pages before the hearing — practice updates
