Residence permit for guest investor

Official OIF (Országos Idegenrendészeti Főigazgatóság) factsheet: a residence permit for guest investors may be granted where entry and stay are in Hungary's national economic interest due to qualifying investments. Qualifying investments: (a) acquisition of an investment fund share of at least €250,000 issued by a real-estate fund registered by the Hungarian National Bank (with additional fund-manager eligibility rules), or (b) a financial donation of at least €1,000,000 to a higher education institution maintained by a public trust with a public-service mission for education, scientific research, or artistic creation. Process typically starts with a guest investor visa (up to 6 months) then a residence permit application in Hungary. OIF: validity maximised at 10 years, extendable for up to another 10 years for the same purpose. Amounts and fund lists can change — verify oif.gov.hu.

Min. capital

€250,000

Best for: High-net-worth investors who can complete one of the two published investment options and want long-term Hungarian residence.

Lowest published option is €250,000 in a qualifying MNB-registered real-estate fund share. Donation route is €1,000,000. Confirm eligible funds/universities on OIF official pages before transferring money.

Investment options

  • ≥ €250,000 investment fund share in a qualifying MNB-registered real-estate fund (with holding/blocking rules — see OIF factsheet)
  • ≥ €1,000,000 donation to an eligible public-trust university for education, research, or artistic creation
  • Proof of accommodation in Hungary
  • Complete investment evidence within visa validity / legal deadlines stated by OIF

Eligibility

  • Third-country national whose investment meets national economic interest definitions
  • Guest investor visa (if required) then residence permit application in Hungary
  • Certificate of the fund share or university donation as applicable
  • Accommodation proof and biometric enrolment
  • Administrative service fee payment

Process timeline

  1. 1

    Choose fund or donation route

Use only OIF-listed eligible fund managers / universities.

  2. 2

    Apply for guest investor visa

If you need a visa to enter — up to 6 months context per programme materials.

  3. 3

    Enter & file residence permit

Apply in Hungary (Enter Hungary / regional directorate) and prove the investment within official deadlines.

  4. 4

    Receive up to 10-year permit

Maintain investment conditions for extensions (fund route requires ongoing holding; donation extension rules differ — see OIF).

Family

Family reunification residence linked to guest investor status is contemplated in OIF materials — confirm current family rights and work permissions on the official factsheet.

Work rights

OIF: the guest investor residence permit entitles the holder to pursue activities independently for remuneration or act as a chief executive of a business organisation. It also entitles the holder (and related family permit) to perform work under employment — unrestricted work rights are described on the factsheet. Confirm current wording on oif.gov.hu.

Route to PR

The guest investor permit itself can run up to 10 years and may be extended once for up to another 10 years per OIF. Broader permanent residence / immigration categories are separate — verify OIF if you need another status.

Route to citizenship

Hungarian citizenship is not automatic with guest investor residence. Naturalisation requires meeting statutory conditions. Confirm dual nationality implications for Pakistani citizens.

Pros

  • Published capital options (€250k fund / €1M donation)
  • Long permit validity (up to 10 years) with stated extension possibility
  • Explicit independent gainful activity / executive work rights on OIF factsheet
  • Clear official English factsheets on oif.gov.hu

Watch-outs

  • Only specific MNB-registered funds / eligible universities count — verify the live list
  • Fund shares may need to be blocked for years under statutory rules
  • Investment risk remains yours — residence depends on meeting legal conditions
  • Other company-director residence purposes via OIF are different products — do not confuse them with Guest Investor
OIF — residence permit for guest investor

Compare pathways

Scan capital, innovation requirements, and fit in one table.

Pathway Min. capital Innovation required? Typical first permit Best if you…
Guest Investor — fund share €250,000 No Up to 10 years (after visa stage) Can buy a qualifying fund share
Guest Investor — university donation €1,000,000 No Up to 10 years (after visa stage) Prefer a philanthropic donation
Other OIF company/director purposes Varies — not Guest Investor Depends Varies Need operational director residence (different product)

Route to PR & citizenship

Guest Investor residence is a long temporary authorisation, not automatic citizenship. Extensions and reporting duties are defined by OIF. Verify official factsheets.

Validity & extension

OIF: validity period maximised at 10 years; may be extended for up to another 10 years for the same purpose. Fund-route extensions require still holding the investment; donation-route extension may be granted without further investments (per OIF factsheet).

Reporting

Changes affecting the investment data must be reported within the deadline stated by OIF (factsheet cites 5 days via Enter Hungary).

Citizenship

Not granted by investment alone. Naturalisation follows Hungarian nationality law. Confirm dual nationality implications.

Other residence purposes

OIF publishes separate factsheets for other gainful activities and company executives. Those are not substitutes for Guest Investor capital rules.

After you arrive

Operational checklist once the visa is granted.
